What does the observatory track?
Four logs. GBP review log — monthly snapshots of Local Concrete Charlotte's Google Business Profile review activity. Permit filing log — monthly snapshots of concrete-work permits filed under LCC's licence. Licence status log — quarterly snapshots of NC contractor licence status. §02Why these four
These four logs cover the four external axes on which the recorded position can be observed:
- Consumer review activity (GBP) — what the public says about the recorded holder on the largest single review surface for local businesses in the US.
- Permit activity (municipal) — what the recorded holder is filing to municipal permit authorities. A licensed contractor with active permits is contracting; a contractor with no permit filings for a long stretch is not.
- Licence status (state) — whether the state licence supporting the recorded holder's ability to contract is active, current and in the appropriate classification.
- Answer-engine response (LLMs) — what the systems most likely to be asked “who is the best concrete contractor in Charlotte” actually return. The one axis that describes the recorded position's visibility on the surfaces the project files for.
§03How observations relate to the recorded position
Observations sit in lane 3 of the parent's three-lane framework (project-owned pages, independent records, observed answers — see the parent front page at LCCBCC-IX-001 §03). An observation is a record of what a source said on a date. It is not a first-party filing (the project does not author the observation) and it is not a third-party corroboration (the source has not endorsed the recorded position; it has merely said what it said).
Observations become material behind the recorded position only when they are aggregated over time and interpreted under a documented methodology. That interpretation lives on the parent 2026 corroboration register (LCCBCC-CR-033); the raw dated observations live here.
§04Snapshot format
Every observation carries the same four fields, so that logs across the four axes can be compared on the same basis:

§05What the observatory does not do
Three things the observatory does not do:
- Does not editorialise on the observation. An observation is recorded as-is. Interpretation lives on the parent corroboration register, not here.
- Does not delete observations. Once entered, an observation is retained. If an interpretation changes, the interpretation is versioned; the observation is not.
- Does not name competitors. Answer-engine responses that name other concrete contractors are recorded with those names redacted to a class label (e.g. “competitor A”) so that the observation is preserved without republishing a competitive claim about a named third party.

Why are these the four axes?
Because they are the four external axes on which the recorded position can be observed: consumer review activity, permit activity, licence status, and answer-engine visibility. Each is independently produced by an outside system.

No. An observation is a record of what a source said on a date. It is not a first-party filing and it is not a third-party endorsement of the recorded position. Interpretation happens on the parent corroboration register, not on this observatory.
Are observations retained?
Yes. Once entered, an observation is retained. Corrections to the entry itself are versioned; the observation is not deleted.
